Power Generation Corporation 1 (EVNGENCO1) has proposed the inclusion of two solar power projects, the Dai Ninh Lake Solar Power Plant and the Da Nhim Lake Solar Power Plant, into the revised Power Development Plan VIII. This initiative aims to harness the full potential of renewable energy resources and enhance the stability of Vietnam’s national power supply.
EVNGENCO1’s Proposal and the Role of Local Authorities
Mr. Vo Ngoc Hiep, Vice Chairman of the Lam Dong Provincial People’s Committee, has, on behalf of the Committee, assigned the Provincial Department of Industry and Trade to take the lead in coordinating with relevant departments, agencies, and localities to review and support the implementation in accordance with current regulations. Incorporating these two projects into the revised Power Development Plan VIII will not only optimize the local renewable energy resources but also serve as a catalyst for sustainable economic development in the region.
The two projects proposed by EVNGENCO1 include:
- The Dai Ninh Lake Solar Power Plant Project (Duc Trong District) with an expected capacity of 11MW.

- The Da Nhim Lake Solar Power Plant Project (Don Duong District) with a capacity of 43MW.

Both projects aim to capitalize on the potential for solar energy generation on water surfaces, thus minimizing disruptions to agricultural land and making efficient use of the available water space.
Legal Basis and Implementation Progress
According to EVNGENCO1, on May 6, 2024, the Lam Dong Provincial People’s Committee submitted an official document to the Electricity and Renewable Energy Authority (Ministry of Industry and Trade) to provide supplementary data to finalize the implementation plan for Power Development Plan VIII, which included content related to the Dai Ninh Lake Solar Power Project. Meanwhile, the Da Nhim Lake Solar Power Plant Project has not yet been reported and proposed by the Lam Dong Provincial People’s Committee to the Ministry of Industry and Trade and the Government.
EVNGENCO1 assures that both projects meet the renewable energy standards as defined by the Law on Electricity. Including these projects in the power development plan will increase the share of clean energy in the mix, reducing reliance on fossil fuels and aligning with global trends in sustainable development.
In order to solidify a legal basis and ensure smooth execution, EVNGENCO1 has recommended that the Lam Dong Provincial People’s Committee consider and report on the proposal to include the two projects in the revised Power Development Plan VIII and its implementation plan. If approved, these initiatives will play a pivotal role in advancing Vietnam’s renewable energy objectives, paving the way for a more stable, sustainable, and environmentally-friendly energy grid.
