Ninh Thuan has relatively harsh climate conditions when it is often affected by drought with the lowest average rainfall in the country. The total number of sunshine hours in the year is the highest in the country, reaching from 2,500 to 3,100 hours/year, the difference in heat radiation between seasons is not much, so it is very favorable for developing solar energy projects. Accordingly, the amount of wind blowing evenly throughout 10 months with an average wind speed of 7.5m/s also creates many conditions for developing wind power.
Thanks to the optimal exploitation of these potentials, Ninh Thuan has become a bright spot in the renewable energy sector. In the past three years, the province’s electricity output has contributed greatly to the national grid, increasing from 6 billion kWh in 2020 to 6.822 billion kWh in 2021 and nearly 7 billion kWh in 2022. According to Mr. Vo Dinh Vinh, Director of the Department of Industry and Trade of Ninh Thuan, as of April 2023, the province has attracted investment for 46 renewable energy projects, including 35 solar power projects (2,412 MW) and 11 wind power projects (667 MW). Thanks to the active support from the Government, ministries and local authorities, Ninh Thuan has made great strides in the renewable energy sector. By the end of 2024, the estimated electricity output will reach 8.5 billion kWh, accounting for 23% of GRDP and contributing 24% of the provincial budget revenue.

moving difficulties – Promoting the completion of the objectives in 2025
Along with the strong development of solar and wind power projects, in 2024, Ninh Thuan still faced a number of difficulties that needed to be resolved promptly. Many enterprises have not enjoyed preferential electricity price mechanisms, some projects have not been recognized for commercial operation, and even had their power generation capacity cut. This not only caused great economic losses to businesses but also affected the progress of completing the province’s renewable energy development objectives.
In order to remove obstacles and promote sustainable development of the renewable energy sector, the Vice Chairman of the People’s Committee of Ninh Thuan Province proposed that the Ministry of Industry and Trade guide and support the province to effectively implement the Government’s Resolution on policies and directions for removing obstacles in renewable energy projects. Set a common goal of developing the province into a leading renewable energy center in the country, based on the conclusion of General Secretary To Lam during his visit to the province in December 2024 (Notice No. 113-TB/VPTW). The province will focus on building clean energy projects, including solar power, wind power, and related industrial services. Along with the direction from the Ministry of Industry and Trade on EVN and investors to quickly sign and amend power purchase contracts. These measures create the legal foundation and necessary conditions for Ninh Thuan to thoroughly resolve difficulties, promote investment, and achieve the energy objectives set for 2025.

By 2025, Ninh Thuan aims to increase capacity by 3,000 MW, bringing the total accumulated capacity to 6,500 MW. Solar power projects are expected to reach 3,440 MW, onshore and nearshore wind power 1,200 MW, hydropower 360 MW and LNG power 1,500 MW, with expected electricity output reaching nearly 11.2 billion kWh. In particular, the province prioritizes land use planning of approved districts and cities, with 8,146 hectares reserved for renewable energy projects, promoting the development of solar power.
The Provincial People’s Committee is committed to effectively implementing solutions directed by the Government and the Ministry of Industry and Trade to achieve socio-economic development goals in 2025, ensuring the highest efficiency in implementing plans and state budget estimates.
