As early as March and April 2025 – marking the beginning of the hot season in Ho Chi Minh City – many households were surprised to see a sharp increase in their electricity bills, despite no significant changes in their daily consumption.
Ms. K.L.A, a resident of Thu Duc Municipal City, shared that her family’s electricity bill in March reached nearly VND 2 million, an increase of over 56% compared to the previous month. “Our daily routines have remained the same, but the bill has increased by several hundred thousand dong. I honestly don’t understand why,” Ms. A. expressed her frustration.
Ms. A’s experience is not unique. Numerous households across Ho Chi Minh City have reported similar concerns about sudden increases in their electricity bills despite unchanged usage. Ms. N.T.T, a resident of Binh Chanh District, stated that her March bill rose from VND 782,000 to over VND 1.16 million.
The spike in electricity costs is not only placing financial pressure on households but also prompting both families and businesses to ask: How can we save costs while maintaining a stable lifestyle? The most frequently mentioned answer today is rooftop solar power.
A Breakthrough Opportunity for Rooftop Solar Power
Amid rising electricity costs and prolonged hot weather, rooftop solar power is increasingly becoming a sought-after solution for both households and businesses. Following the Government’s issuance of several key policies – including Decree No. 135/2024 on promoting self-produced and self-consumed rooftop solar power, along with Decrees No. 56 and 58/2025 guiding the implementation of the Electricity Law – the solar power market has shown signs of renewed momentum.
Mr. Tran Thanh Hai, a technical representative of a Japanese enterprise located in Tan Thuan Export Processing Zone (District 7), shared: “FDI enterprises are showing strong interest in rooftop solar solutions to reduce operating costs while moving toward green production, in line with the Vietnamese Government’s Net Zero commitment by 2050.”
As a result, the demand for consulting and installing rooftop solar systems among both residential and commercial users is increasing noticeably. With well-planned investment, households can save up to 50%–70% on their monthly electricity bills. Today’s solar systems and storage devices come in a wide range of options, suitable for varying household and business budgets. However, some challenges remain, particularly regarding investment procedures and detailed technical guidelines, which have slowed down implementation. Therefore, additional support from regulatory authorities and technical experts is essential to overcome these barriers and to promote broader and more effective adoption of rooftop solar power.
In the context of steadily rising electricity costs – especially during extended periods of hot weather – rooftop solar is emerging as an economical and sustainable solution for both families and enterprises. Seizing this opportunity, leveraging supportive policies, and investing at the right time will empower individuals and businesses to better control energy expenses while contributing to a comprehensive green development goal.
